Salary Package
The position offers a competitive all-inclusive remuneration package of R1 494 900 per annum (Level 14).
The successful candidate will be required to enter into a Performance Agreement with the Director-General.
Shortlisted candidates will be subjected to a compulsory competency assessment as part of the selection process.
Job Overview
The Chief Director: Human Rights Transformation plays a strategic leadership role in coordinating and managing transformation, human rights, youth development, HIV/AIDS programmes, disability integration, and service delivery improvement initiatives within the Mpumalanga Provincial Government.
This senior management position requires strong leadership, policy implementation expertise, and the ability to work collaboratively with government departments, civil society organisations, and NGOs to advance social transformation and inclusive development.
Minimum Requirements
Applicants must meet the following requirements to be considered:
- An appropriate Bachelor’s Degree or equivalent qualification at NQF Level 7 in:
- Public Management
- Public Administration
- Public Affairs
- or a related field
- A postgraduate qualification (NQF Levels 8, 9, or 10) in the above-mentioned fields will serve as an added advantage.
- A minimum of five (5) years’ relevant experience at Senior Management level.
- Proven experience in the management of:
- HIV/AIDS programmes
- Special Programmes
- Youth Development
- Transformation initiatives

Key Responsibilities and Duties
The successful candidate will be responsible for the following duties:
- Coordinate the provision of secretariat services to the Mpumalanga Provincial AIDS Council.
- Coordinate and support government departments, civil society organisations, and NGOs in implementing the Provincial Strategic Plan on HIV and AIDS, STI, and TB.
- Coordinate the mainstreaming and implementation of target group policy imperatives.
- Monitor the implementation of programmes for older persons within the province.
- Facilitate the integration of disability considerations into departmental programmes and projects.
- Coordinate and manage the implementation of youth development policy imperatives in Mpumalanga.
- Manage the evaluation of the impact of provincial youth policies and strategies.
- Monitor and manage the identification and provision of economic opportunities for youth across the province.
- Coordinate and manage the implementation of public service transformation imperatives.
- Oversee the development of provincial service delivery improvement plans.
- Facilitate the development of service standards and monitor compliance with those standards.
- Coordinate and monitor the implementation of the Batho Pele Revitalisation Programme.
- Oversee the development, review, and implementation of policies, strategies, plans, and norms related to public service transformation.
- Monitor the alignment of provincial policies with the public service transformation agenda.
- Manage the provision of administrative support services within the Chief Directorate.
