Salary Package
The successful candidate will receive a Total Cost to Employer (TCE) remuneration package ranging from R896 436 to R1 055 958 per annum (Level 11).
Job Purpose
The Deputy Director: Accounting and Reporting (MFMA) is responsible for providing technical accounting leadership, oversight, and support to municipalities and municipal entities within the Northern Cape.
The role focuses on implementation of GRAP accounting standards, review of Annual Financial Statements (AFS), compliance with the Municipal Financial Management Act (MFMA), and strengthening municipal accounting and audit capacity through guidance, training, and monitoring.
Minimum Requirements
Applicants must meet the following requirements to be considered:
- An NQF Level 7 qualification in one of the following fields:
- Accounting
- Internal Auditing
- Economics
- Financial Management
- A minimum of three (3) to five (5) years’ working experience in an accounting environment.
- A valid driver’s licence.

Key Responsibilities and Duties
Financial Reporting and GRAP Compliance
- Monitor the implementation of GRAP accounting standards and review the quality of Annual Financial Statements (AFS).
- Compile, review, and assess annual financial statements for municipalities and municipal entities.
- Provide hands-on technical support to municipalities on the preparation and finalisation of AFS.
- Direct, guide, and advise stakeholders on accounting practices and prepare documents and presentations on accounting topics.
- Assist municipalities in developing and implementing accounting policies aligned with GRAP standards.
Municipal Accounting Support and Capacity Building
- Monitor compliance with financial reporting requirements across municipalities.
- Facilitate workshops and training sessions on accounting frameworks, standards, guidelines, and transversal accounting policies.
- Participate in accounting-related forums and workshops and contribute to sector developments and amendments.
- Provide ongoing coaching, technical advice, and capacity building to Provincial Treasury and municipal officials.
- Conduct annual reviews of municipal accounting and audit organograms and make recommendations to address capacity gaps.
Audit Support and Stakeholder Engagement
- Compile technical reports and provide support during the preparation of audit files.
- Actively participate in municipal accounting and auditing forums.
- Engage proactively with key stakeholders through Provincial Treasury management meetings, presenting progress reports on accounting and audit support programmes.
- Provide technical accounting support to:
- Municipal Audit Steering Committees
- Audit Committees, where applicable
- Assist municipalities during annual audit processes, including responding to Requests for Information (RFIs) and accounting-related CoMAFs issued by the Auditor-General.
Financial Management Capability and Governance
- Monitor and report on financial accounting support programmes where municipalities lack skills and capacity.
- Support and report on relevant modules of the Financial Management Capability Maturity Model.
- Review segment detail analysis reports and provide recommendations.
- Support municipalities in developing and implementing audit action plans related to accounting matters.
- Assist Provincial Treasury clusters and municipalities with the development and implementation of document management systems to ensure proper financial record-keeping in line with applicable norms and standards.
