Salary Package
The successful candidate will receive a remuneration package ranging from R896 436 to R1 055 958 per annum (Level 11).
Job Purpose
The Deputy Director: Provincial Accounting Compliance is responsible for ensuring compliance with accounting legislation, financial prescripts, and reporting standards across provincial departments.
The role focuses on safeguarding the integrity of financial data, monitoring adherence to the Public Finance Management Act (PFMA), Treasury Regulations, and accounting frameworks, as well as coordinating corrective actions arising from audit findings.
Minimum Requirements
Applicants must meet the following requirements to be considered:
- An NQF Level 7 qualification in:
- Financial Accounting
- Accountancy
- General Accounting
- or a related field
- A minimum of three (3) years’ experience at junior management level in an accounting environment.
- A valid driver’s licence.
Skills and Knowledge
The ideal candidate must demonstrate sound knowledge and competence in the following areas:
- Public Finance Management Act (PFMA)
- Public sector accounting and reporting frameworks, including:
- MCS
- AMD
- GAAP
- GRAP
- Treasury Regulations and Public Service Regulations
- Financial systems and managerial functions
- Financial management principles
- Policy formulation, including norms and standards
- Strong analytical and problem-solving skills
- Effective written and verbal communication skills
- Computer literacy
- Planning, organising, and report writing skills
Key Responsibilities and Duties
Financial Data Integrity and Compliance Systems
- Develop and implement systems and processes to ensure the integrity of financial data.
- Assess and monitor compliance with year-end procedures.
- Review assessments of monthly PFMA compliance and consolidated feedback reports.
- Monitor and enhance the implementation of National and Provincial prescripts, standards, and manuals.
Monitoring, Evaluation, and Reporting
- Monitor, evaluate, and report on compliance with accounting-related legislative requirements.
- Review monthly PFMA compliance reports and combined feedback reports.
- Perform or conduct tests to verify the integrity of monthly compliance certificates.
- Manage processes to ensure the clearance of monthly inter-departmental accounts for provincial departments.
- Review departmental implementation of National Treasury Instruction Notes.
Audit Findings and Corrective Action
- Manage processes to ensure the development of action plans addressing audit findings.
- Provide recommendations to improve the quality and effectiveness of audit action plans.
- Oversee the monitoring and implementation of action plans to ensure audit findings are fully resolved.
Training and Capacity Building
- Facilitate and coordinate training on accounting compliance.
- Research and develop training material addressing areas of non-compliance.
- Facilitate training workshops and consultative forums with departments and entities.
Operational Leadership and People Management
- Provide operational leadership in the management, coordination, monitoring, and evaluation of unit activities.
- Perform strategic and operational planning.
- Manage stakeholder relationships.
- Oversee administrative support functions.
- Perform financial and asset management functions.
- Manage discipline, training and development, and Performance Management and Development System (PMDS) processes.
- Oversee employee health and wellness, attendance, and leave management.
