Salary Package

The successful candidate will receive an all-inclusive remuneration package of R1 647 630 per annum, plus an additional 18% of basic salary as a PSCBC rural allowance.

Job Purpose

The Senior Clinical Manager (Head of Institution) is responsible for planning, coordinating, and managing the efficient and effective delivery of clinical and administrative services at Dr CN Phatudi Hospital.

The role requires strong strategic leadership, operational oversight, and governance capabilities to ensure improved health outcomes, compliance with legislative frameworks, and optimal utilisation of resources. The incumbent will work closely with the Executive Management Team, represent the hospital at provincial and public forums, and drive service delivery innovation within the health establishment.

Minimum Requirements and Qualifications

Applicants must meet the following requirements to be considered:

  • An appropriate qualification that allows for registration with the Health Professions Council of South Africa (HPCSA) as a Medical Practitioner.
  • Current registration with the HPCSA as a Medical Practitioner.
  • A minimum of three (3) years’ appropriate experience as an Independent Medical Practitioner after registration with the HPCSA.
  • Experience as Head of Clinical Services will be an added advantage.
  • Applicants must be South African citizens or permanent residents.

Inherent Job Requirements

  • Willingness to work after hours, be on call, and perform shift work when required.
  • A valid driver’s licence, except for applicants with disabilities.

Knowledge and Skills

    • Related regulations, policies, and guidelines

Key Responsibilities and Duties

Strategic Planning

  • Develop and implement a strategic plan for the hospital aligned with national, provincial, regional, and district health plans.

Financial Management

  • Maximise hospital revenue through the collection of all income due.
  • Ensure the hospital operates within approved budgets, in compliance with the PFMA and relevant guidelines.
  • Establish effective systems and controls for:
    • Financial resource mobilisation
    • Monitoring and evaluation
    • Asset and risk management

Facility Management

  • Ensure effective business support systems to promote optimal institutional management and service delivery.
  • Ensure timely planning and maintenance of facilities and equipment.

Human Resource Management

  • Develop, implement, and maintain human resource policies, systems, and procedures.
  • Ensure efficient utilisation of human resources and compliance with occupational health and safety legislation.
  • Promote a healthy working environment through functional OHS committees.
  • Ensure continuous training, development, and performance monitoring of staff.

Procurement and Management of Equipment and Supplies

  • Implement procurement and provisioning systems that are fair, transparent, competitive, and cost-effective, in line with PFMA and delegated authority.
  • Ensure timely and cost-effective procurement of goods and services.

Clinical and Corporate Governance

  • Oversee Clinical Governance to ensure high standards of patient care.
  • Establish and maintain community networks and report to the Hospital Board.
  • Ensure effective corporate governance, including infrastructure planning, maintenance, and occupational health and safety.
  • Manage institutional risk to ensure optimal health outcomes.
